In Finland, the Finnish Radiation and Nuclear Safety Authority (STUK) supervises the design, construction and operation of nuclear power plants continuously and in many different ways.

The Finnish authorities have a legal base to ensure the safety of all nuclear energy operations, in all stages of the process, and to intervene, if there is any reason to doubt the operation is in conflict with the set requirements.

STUK has overseen all the phases of the nuclear power plant project closely.

STUK has made a preliminary safety assessment of the project even before the decision-in-principle was made in 2010. STUK has, for example, assessed the suitability of the plant site choice and the technologies of the reactor choices.

In October 2013, STUK was delivered the clarifications relating to Rosatom’s nuclear power plant’s security assessment. STUK delivered a preliminary statement on these clarifications to the Ministry of Employment and the Economy in May 2014.
